Last information on the progress of the project of construction of P4L in Mabini, Philippines!

Here is the report of the workweek on the site of Rémi Florian, architect responsible for the coordination of the DD team, accompanied by Sylvie Parent and Claes Noremark and the results of their collaboration with all the Philippino participants.

In summary:
1- Redefining of a first phase of priority realization by 11.11.11, which includes:
– Preparation of the site, the water supply, the electricity, the drainage
– Construction of the pyramid (foundations, structure, cover, ground’ finalization)
– Creation of the path of chakras with stations of meditation
– Creation of the parking lot / site for the installation of tents for the inauguration with showers and toilets.
This phase has to start towards the middle of April.
2- supplied materials / made locally.
3- On the validated stages, the new phase of call for tender to 4 companies, among which 1 known by Alex and Claes (goal: that a single company manages this 1st phase) which will be overseen by an outside architect and a volunteer, a friend of Precioso and Claes.
4- Budget revised considerably downwards, but in expectation of these last calls for tender for definitive validation.

WORKWEEK on the site of MABINI between the DD Team and the Philippino Team (14-18 March 2011)

Elements of technical choices
Structures
• The wood to the Philippines is high-quality but we discover upon our arrival that a quite recent decree of February, 2011 FORBIDS the wooden cutting for the construction.
• After many events and round trips between diverse options of replacement, pillars can nevertheless be built in local wood. Remains to treat it with an effective ecobiological product against termites.
• BETWEEN the pillars, we propose, in alternative to the wood, a secondary structure of skeleton in big local bamboo, linked and fixed by traditional links, composing carrier beams.

Cover
• on this structure, and seen of down, we plan Sawali, kind of very aesthetic braided mat, used usually here for the walls of the rural houses. This mat will be covered by a roof in Nipa (kind of Philippine thatch) put on top and insuring a protection in front of rains sun
• to maintain the Nipa well cut and adjusted, a discreet net will be implemented. Half-bamboo stuck by top will form the drawing in triangles. The prices of these very ecological materials are very moderate, the workforce and the know-how are local.

Electricity
• we verified the possibility of arrival of electricity, by line put from the small San Pedro transformer, the closest, for an absurdly low price.

Supply in water
• We validated the idea of a single water source, pumped from a drilling to make in the zone of the poll MAB-2 (cf image below) situated in the northeast of the pyramid. This point should allow to have enough water for all the project (current and future), with a distribution without engine booster, in natural gravity.
• to avoid the useless temporary spending, we suggest building a reservoir in concrete of 13 M3 semi buried in this place, with a small pumping plant joined against the reservoir.
• The pyramid will be directly fed with underground passage from there.

Parking lot, toilet, access
• The parking lot (in crowned gravel) will serve as base for the workers who remain to camp. It will also serve for the coordination of 11.11.11, as welcome area for the implementation of tents and structures for the meals in common… And it will serve for the other future seminars, while waiting for the construction of the phase 2 (welcome buildings and bungalows).
• The toilet of the parking lot will be organized with a system of purification by septic tank, allowing without big constraint to welcome 200 persons in rush hour in correct sanitary conditions. These toilets will be made in shelters of bamboo + nipa, and will contain 6 toilets and 6 showers each. We think of planning 2 sets. Later, for the bungalows, a system of dry toilet is envisaged.
• Starting up of the works planned in the middle of April.

Path of Chakras
• In April, a local team will loosen the peripheral path and the particular points which we had spotted.
• The marks placed there in August 2010 are still in position for the path of Chakras. This “bamboo sticks” must be strengthened in April.
• We confirm the option of light elevation, to be able to draw a completely on foot dry very simple path.

• If it is possible financially, it is planned to protect every platform by a bamboo-nipa construction to allow the meditation in good conditions. A proposition of project is studied.

Pyramid
• The center of the pyramid is still very visible today on the ground, with its stone of protection.
• A harmonious regulating plan in connection with that of the pyramid will guide the drawing of the lotus on the ground.
• The pyramid was drawn in the spot with all the Philippino Team.

Setting-up and starting up of the works
• The engineer land surveyor is going to set up upon our request the reference border and mark the limits of the ground, so that ACO and the various participants can find their way correctly.
• The 4 angles of the Pyramid will also be marked by the land surveyor. The orientation of the construction will face itself very exactly in the true North.

Description of the works for the consultations
• We bring precision in a very methodical way, point by point, by discussing choices of conception, in the cheerfulness, with the cooperation of all. We respect scrupulously the project breathed for long months, and specified on numerous occasions by the spirit of the place, the White Lady.
• As we had planned it, choices are both simple and ecological for the arrangements and the infrastructures (PK, access road to the pyramid, drainage, supplies and connections). They privilege the know-how and the materials of good values for money. The hand of work will be essentially local, from the San Pedro Baranguay.
• Sylvie plays very well her role of “Ecological DD Team Manager” and Claes that of “Foundation Board Member” (thanks to you two!).

Contacted companies
• The realization of the accesses, the structures and the roof must be made by a very qualified and serious contracting party. Renato whom we met made us very good impression for this subject. It was thus been confirmed that Renato will be tendered in the same way as all other companies.
• We also met Lord Fernandez who is the nephew of an excellent friend of Precioso. He too proposed us his services of support totally free of charge.
• He is going to help us in the choice of the contracting parties, the process of biddings and the sectors and the addresses of supply, in particular for the wood.
• Also, he is going to suggest us additional local companies to consult, so that we are sure that there is no hidden agreement, and that the prices are right and the fairest possible. He will also be there regularly during the process of the works to verify the honesty of all the phases: “I’m the eyes of Precioso and Alex for this sacred project”.
• Lord recommends us to confide the whole first phase to the same contracting party: this choice would allow to make important savings on the preparation of the construction site, as well as strong saving of time and coordination between work shifts. This principle is common in the Philippines and it is the one which works best according to him.
• on Monday, March 21st, Sylvie and Lord met ACO to receive the new revised plans and the submissions, as well as the new estimates according to all that we discussed

Next events
• ACO redoes all its documents for the submissions, the descriptions and updated plans
• It will send them to us for checking and remarks before submissions at companies
• ACO organizes then a spot meeting with companies interested for a meeting of submission in Mabini on the ground, and to explain everything to them
• companies will have to hand over their propositions under 8 days
• Precioso and we asked to see the evaluations of the submissions for a decision mastered by the foundation
• after adjustments between us, Precioso can sign contracts with the chosen company: we wish to confide the main part at once: the road, the power & water supply, the foundations and the concrete paving stone, the structure wood and the cover, to the SAME contracting party.
• the works could so start in the middle of April, for our coming
• we shall pursue all our studies at this moment there, on the spot to Mabini. I shall prepare a list of things to make for us all. Lord will be there to help us in the week before Easter. We shall also meet the architects and the engineers of ACO, Share and GBC
• the week after Easter, we shall have the continuation of the work to be made on the spot for Mabini, where we can pursue the studies, finalize the plans of the toilets / showers of the parking lot / campsite, the stations of chakras, the fresco on the ground of the pyramid, the axes of mass plan, etc., and also meet companies, give the directives and the spirit of the project, specify the imperatives of sustainable development and adjust choices.

Estimation of the validated choices
• tender spots, in particular on the quantitative of the elements of structure, were perfectly rectified and carefully worked out again by ACO, in a good spirit of collaboration
The description of the works and the costs vary according to the posts. They achieve for many about 50 % less with regard to the amounts which had been announced at first.
• The costs of certain unusual works remain missing, and we can indicate the total budget only after reception of the offers.
• The budget which follows is a very simplified summary by the numerous boards and the quantitative descriptions passed on to companies, accompanied for every lot of the plans by corresponding details of execution.

The costs of the various lots will be known very soon, towards in the middle of April, after the phase of submission followed by the negotiation with the companies.

The phase 02 and the following ones concern the future development of the site in a more global vision. They will be later worked and estimated. However, the plans and all the led reflections take into account from today the future of the project.

Voici le compte-rendu de la semaine de travail sur le site de Rémi Florian, architecte responsable de la coordination du DD team , accompagné de Sylvie Parent et Claes Noremark et les résultats de leur collaboration avec tous les intervenants philippins.

En résumé :

Eléments de choix techniques
Structures
• Le bois aux Philippines est de grande qualité…mais nous découvrons à notre arrivée qu’un tout récent décret de février 2011 INTERDIT la coupe de bois pour la construction.
• Après maintes péripéties et allers-retours entre diverses options de remplacement, les piliers pourront malgré tout être construits en bois local. Reste à le traiter avec un produit écobiologique efficace contre les termites.
• ENTRE les piliers, nous proposons, en alternative au bois, une structure secondaire de charpente en grands bambous locaux, raccordés et fixés par des liens traditionnels, composant des poutres porteuses.

Couverture
• sur cette structure, et restant vu d’en dessous, nous prévoyons du Sawali, sorte de natte tressée très esthétique, utilisée couramment ici pour les murs des maisons rurales. Cette natte sera couverte par une toiture en Nipa (genre de chaume philippin) posée par dessus et assurant une protection face aux pluies et au soleil
• pour maintenir le Nipa, bien coupé et ajusté, un discret filet sera mis en œuvre. Des demi-bambous plaqués par dessus formeront le dessin en triangles. Les prix de ces matériaux très écologiques sont très modiques, la main d’oeuvre et le savoir-faire sont locaux.

Electricité
• nous avons vérifié la possibilité d’arrivée d’électricité, par ligne posée à partir du petit transformateur de San Pedro le plus proche, pour un prix dérisoire.

Fourniture en eau
• Nous avons validé l’idée d’un seul point d’eau, tiré d’un forage à effectuer dans la zone du sondage MAB-2 (cf image ci-dessous) situé au nord-est de la pyramide. Ce point permettra à priori d’avoir suffisamment d’eau pour tout le projet (actuel et futur), avec une distribution sans moteur surpresseur, en gravité naturelle.
• Pour éviter les dépenses provisoires inutiles, nous proposons de construire un réservoir en béton de 13 M3 semi enterré à cet endroit, avec une petite station de pompage intégrée contre le réservoir.
• La pyramide sera alimentée directement en souterrain à partir de là.

Parking, toilettes, accès
• Le parking (brut en gravier damé) servira de base pour les ouvriers qui restent à camper. Il servira aussi, pour la coordination du 11.11.11, de plateau d’accueil pour la mise en place des tentes et des structures pour les repas en commun… Et servira pour les autres futurs séminaires, en attendant la construction de la phase 2 (bâtiments d’accueil et bungalows).
• Les toilettes de parking seront mises en place avec un système d’assainissement par fosse septique, permettant sans grosse contrainte d’accueillir 200 personnes en période de pointe dans des conditions d’hygiène correctes. Ces toilettes seront faites en abris de bambou + nipa, et contiendront 6 WC et 6 douches chacune. Nous pensons en prévoir 2 ensembles. Plus tard, pour les bungalows, un système de toilettes sèches est envisagé.
• Démarrage des travaux prévu vers mi-avril.

Sentier des Chakras
• En avril, une équipe locale dégagera le sentier périphérique et les points particuliers que nous avions repérés.
• Les marques placées en aout 2010 sont encore en place pour le sentier des Chakras. Ces “bamboo sticks” devront être renforcés en avril.
• Nous confirmons l’option de remblai léger, afin de pouvoir tracer un sentier très simple entièrement à pied sec.
• Le plus urgent pour le 11.11.11 est de marquer les espaces sacrés, et de créer des plateformes agréables. Nous consultons Jean-Jacques Bréluzeau, membre du DD Team spécialisé dans l’approche des énergies. Il nous confirme l’importance de créer aux endroits des points-couleurs des plateformes bien posées sur le sol, en lien direct avec l’énergie de la Terre, pour permettre aux pèlerins de bien s’ancrer avant d’aller dans la pyramide.
• Si c’est possible financièrement, il est prévu de protéger chaque plateforme par une construction bambous-nipa pour permettre la méditation dans de bonnes conditions. Une proposition de projet est étudiée.

Pyramide
• Le point central de la pyramide est toujours bien visible aujourd’hui sur le terrain, avec sa pierre de protection.
• Un tracé régulateur harmonique en lien avec celui de la pyramide guidera le dessin du lotus au sol.
• La pyramide a été tracée au fil sur place avec tout le Filipino Team présent.

Implantation et démarrage des travaux
• L’ingénieur géomètre va mettre en place à notre demande la borne de référence et marquer les limites du terrain, afin que ACO et les différents intervenants puissent se repérer correctement.
• Les 4 angles de la Pyramide seront marqués aussi par le géomètre. L’orientation de la construction se fera très précisément face au nord géographique vrai.

Descriptif des travaux pour les consultations
• Nous apportons des précisions de façon très méthodique, point par point, en discutant des choix de conception, dans la bonne humeur, avec la coopération de tous. Nous respectons scrupuleusement le projet insufflé depuis de longs mois, et précisé à de nombreuses reprises par l’esprit du lieu, White Lady.
• Comme nous l’avions prévu, les choix sont simples et écologiques à la fois pour les aménagements et infrastructures (PK, route d’accès à la pyramide, drainage, alimentations et branchements). Ils privilégient les savoir-faire et les matériaux locaux de bons rapports qualité/prix. La main d’œuvre sera essentiellement locale, en provenance du Baranguay de San Pedro.
• Sylvie joue très bien son rôle de “Ecological DD Team Manager” et Claes celui de ” Fondation Board Member” (merci à vous deux!).

Entreprises contactées
• La réalisation des accès, des structures et de la toiture devra être faite par un contractant très qualifié et sérieux. Renato que nous avons rencontré nous a fait très bonne impression à ce sujet. Il a été donc été confirmé que Renato sera soumissionné au même titre que toutes les autres entreprises.
• Nous avons aussi rencontré Lord Fernandez qui est le neveu d’un excellent ami de Precioso. Lui aussi nous a proposé ses services de soutien totalement gratuitement.
• Il va nous aider dans le choix des contractants, le processus des biddings (consultations d’entreprises) et les filières et adresses d’approvisionnement, en particulier pour le bois.
• De même, il va nous proposer des entreprises locales supplémentaires à consulter, pour que nous soyons sûrs qu’il ne peut y avoir d’entente cachée, et que les prix soient les plus justes et les plus équitables possibles. Il sera aussi là régulièrement pendant le processus des travaux pour vérifier l’honnêteté de toutes les phases: “I’m the eyes of Precioso and Alex for this holy project” (= « je serai les yeux de Precioso et d’Alex pour ce projet sacré »)
• Lord nous conseille de confier l’ensemble de la première phase au même contractant : Ce choix permettrait de faire des économies importantes de préparation de chantier, ainsi qu’un fort gain de temps et de coordination entre les phases de travail. Ce principe est courant aux Philippines et c’est celui qui fonctionne le mieux selon lui.
• lundi 21 mars, Sylvie et Lord ont rencontré ACO pour recevoir les nouveaux plans révisés et les pièces de soumissions, ainsi que les nouveaux estimatifs en fonction de tout ce que nous avons discuté cette semaine.

Prochains évènements:
• ACO refait tous ses documents pour les soumissions, descriptifs et plans mis à jour
• Il nous les envoie pour pointage, vérification, remarques avant soumissions vers les entreprises
• ACO organise ensuite une rencontre sur place avec les entreprises intéressées pour une réunion de soumission à Mabini sur le terrain, et pour tout leur expliquer
• les entreprises devront remettre leurs propositions sous 8 jours
• Precioso et nous avons demandé à voir les évaluations des soumissions pour une décision maîtrisée par la fondation
• après ajustements entre nous, Precioso pourra signer les contrats avec l’entreprise choisie: nous souhaitons confier l’essentiel, à la fois la route, l’alimentation en électricité et en eau, les fondations et la dalle de béton, la structure bois et la couverture au MÊME contractant.
• les travaux pourraient ainsi démarrer vers mi-avril, pour notre venue
• nous poursuivrons toutes nos études à ce moment là, sur place à Mabini. Je préparerai une liste de choses à faire pour nous tous. Lord sera là pour nous aider dans la semaine avant Pâques. Nous rencontrerons aussi les architectes et ingénieurs d’ACO, EcoT et GBC
• la semaine après Pâques, nous aurons la suite du travail à faire sur place à Mabini, où nous pourrons poursuivre les études, finaliser les plans des toilettes/douches du parking/camping, des stations de chakras, de la fresque au sol de la pyramide, des axes de plan masse, etc., et aussi rencontrer les entreprises, donner les directives et l’esprit du projet, préciser les impératifs de développement durable et ajuster les choix.

Estimation des choix validés
• Les points sensibles, en particulier sur les quantitatifs des éléments de structure, ont été parfaitement rectifiés et soigneusement recalculées par ACO, dans un bon esprit de collaboration
• Le descriptif des travaux et les coûts varient selon les postes. Ils atteignent pour beaucoup près de 50% de moins par rapport aux montants qui avaient été annoncés au départ.
• Les coûts de certains travaux peu courants restent manquantes, et nous ne pourrons indiquer le budget global qu’après réception des offres.
• Le tableau qui suit est un résumé très simplifié des nombreux tableaux et descriptifs quantitatifs transmis aux entreprises, accompagnés pour chaque lot des plans et détails d’exécution correspondants

Les coûts des différents lots seront connus très prochainement, vers mi-avril, après la phase de soumission suivie de la négociation avec les entreprises.

La phase 02 et les suivantes concernent l’aménagement futur du site dans une vision plus globale. Elles seront travaillées et estimées ultérieurement. Cependant, les plans et l’ensemble des réflexions menées tiennent compte dès aujourd’hui de l’avenir du projet.
